Andrew Young and 300 International Experts Petition for Government Action on AI Deep Lies

More than 300 experts in technology, artificial intelligence (AI), digital ethics and child welfare from around the world have signed an open letter urging governments to take “immediate action” to tackle deep-rooted fraud.

The letter, released on February 21 and titled “Disrupting the Deep Counterfeit Supply Chain,” urges governments, policymakers and political leaders to “impose obligations” in the supply chain to stop the spread of deep counterfeiting.

It sets out three main principles of action, the first of which is to completely criminalize child pornography – even by fictional children.

It also calls for criminal penalties for anyone who “knowingly creates or facilitates harmful deep forgery” to prevent their media products from creating harmful deep forgery, and fines for non-standard measures, as well as requirements for software developers and distributors. .

The letter's signatories include US politician and crypto-fan Andrew Young, cognitive psychologist Steven Pinker, two former presidents of Estonia and hundreds of other academics from the US, Canada, UK, Australia, Japan and China.

Andrew Creech, an AI researcher in the Department of Electrical Engineering and Computer Science at the University of California, Berkeley and lead author of the letter, said:

“Deep gossip is a major threat to human society and is damaging to individuals, communities, and the functioning of democracy.”

He said he and his colleagues created the letter to get the international public to show support for legislation to end “immediate action” on deep-pocketed fraud.

Joy Buolamwini, founder of Algorithmic Justice League and author of Unmasking AI, said the importance of “biometric rights” is “more clear than ever.”

“While no one is immune to algorithmic attacks, those who are marginalized in society bear the heaviest burden. 98% are deep fake women and girls who don't agree. That's why it's up to all of us to resist the harmful uses of AI.

“There should be serious consequences for serious abuse of AI,” she said.

Other organizations involved in the creation and distribution of the letter include the Machine Intelligence and Formal Theory Lab and the Center for AI Security.

In the US, current law does not adequately target and prevent the production and distribution of deep fakes. However, recent events have prompted regulators to act more quickly.

In response to a wave of viral fake photos of pop star Taylor Swift flooding social media platforms, lawmakers in the US are pushing for swift action legislation that would make it a crime to create deep fake images.

A few days later, the US banned AI-generated voices in fraudulent robocalls after a deep hoax broadcast using an avatar of President Joe Biden. On February 16, the US Federal Trade Commission proposed changes to regulations that would prohibit businesses or government agencies from impersonating AI for consumer protection purposes.
